If you still can’t remove the ring after shrinking down the size of your finger with ice cold water then take and a apply a lubricant of some sort such as petroleum jelly or hand lotion. Apply the lubricant in between the ring and the knuckle. While holding the ring with a cloth begin to pull the ring from the finger while applying a rocking motion as you are pulling.
